5.4. Partnerships: Community organisations and civic society

Building effective relationships between schools and the community at large can have an important effect on the quality of learning.  These relationships may also change the community and structural factors that promote educational inequality. Libraries, youth and sports clubs, local NGOs and other community organisations which gather learners and their families around a wide range of recreational activities and support access to learning opportunities and wider services, can develop partnerships to reinforce the bonds between schools, families and learners. This may be particularly helpful for parents and families from disadvantaged backgrounds or for those parents who have had negative experiences of school in the past.

Community-Based Lifelong Learning Centres

NESET - Network of Experts on Social Aspects of Education and Training publishes reports for policy makers and practitioners interested in promoting equity and inclusion in education and training across the European Union. This paper seeks to examine strategies for establishing community based lifelong learning centres in EU Member States. It explores evidence and research on the benefits and advantages of establishing such centres, as well as the barriers and difficulties impeding both the establishment and effectiveness of such centres. The report concludes that community based lifelong learning centres can simultaneously provide instantiations of a range of key lifelong learning objectives, such as active citizenship, social cohesion/inclusion, personal and social fulfillment, intercultural dialogue, as well as employment pathways.

INCLUD-ED Family Education

Family Education is one of the Successful Educational Actions (SEAs) identified in the research project INCLUD-ED. It supports the promotion of cultural and educational interactions between students and social agents, and more particularly with family members and enhance students' achievement.

Parental Involvement for Early School Leaving Prevention

This report seeks to inform and guide the short and medium term strategic planning of the 10 Urbact - PREVENT city municipalities and all other municipalities, local authorities and schools across Europe with regard to parental involvement in education for prevention of early school leaving. This review is based on an analysis of EU Commission and Council documents on ESL and social inclusion, a dialogue and ongoing consultation process with the 10 municipalities engaged in the Urbact - PREVENT project and it interrogates international research relevant to this area. PREVENT is funded by the EU Urbact programme.

Supporting Inclusive School Leadership (SISL)

The Supporting Inclusive School Leadership (SISL) project investigated how to promote inclusive school-level leadership and provided supportive tools. The project considered that leadership for inclusive education aimed at achieving full participation in meaningful learning opportunities, high achievement and well-being for all learners, including those most vulnerable to exclusion.

Transition Year - a broad educational experience

Transition Year offered by a number of Irish schools allows pupils (aged circa 15 years old) to acquire a broad educational experience with a view to the attainment of increased maturity. It takes place after having completed the Junior cycle (lower secondary) and before proceeding to further study and/or vocational preparation. It provides a bridge to help pupils make the transition from a highly-structured environment of the Junior cycle to one where they will take greater responsibility for their own learning and decision making.

Youthreach Ireland

The National Youthreach Programme in Ireland provides second-chance education and training to early school leavers aged 15-20 years. The programme, which is run by the Irish Department of Education and Skills, is focused on formal education, training and work experience. The programme is now a crucial part of the Irish education and training continuum and a fundamental element in the government’s response to early school leaving and educational disadvantage.
Interagency work is included in Youthreach’s quality standards. Links are established and maintained with schools, the Department of Education and Skills, related agencies and initiatives, employment services, social care and health promotion, and other services and local organisations targeting young people.
Youthreach offers young people the opportunity to identify options for adult life and to acquire certification. As the programme operates on a full-time, year-round basis, Youthreach has a continuous intake policy. Around 6,000 youth participate in this program. The programme lasts two years. Students attend full-time and on a year-round basis.
