1.2. Планиране и наблюдение в училищата

Училищата, които желаят да прилагат подход, обхващащ цялото училище, с цел да се справят със сложни въпроси, трябва систематично да участват в съвместно стратегическо планиране. Те ще се нуждаят от процес за интегриране на всичките им дейности в съгласуван план и от наблюдение и оценка на напредъка им. Планът за развитие/подобряване на училището служи като референтен документ, чрез който се насочват дейностите на училището и се улеснява наблюдението и самооценяването.  Като стратегически план в него следва да бъдат описани по ясен и разбираем начин приоритетите на училището, основните мерки, които то ще предприеме, за да повиши стандартите, необходимите ресурси и основните резултати и цели, които възнамерява да постигне в определен срок.

Combating drop-out and early school leaving (ESL) in Serbia

UNICEF Serbia and the civil society organisation Centre for Education Policy with the support of the Ministry of Education, Science and Technological Development Republic of Serbia  implemented the project “Combating Early School Leaving in Serbia”.

This project aimed to contribute to decreasing drop-out and early school leaving of children and adolescents through development, establishment, and implementation of the school-based model for early identification of children at risk of dropping out and intervention in situations where dropping-out is taking place.

Combating drop-out and ESL in Serbia has been recognised as a policy priority area.  The Strategy for Education Development in Serbia 2020 (SEDS 2020) calls for the provision of high-quality education for all, an increase of students’ coverage and attainment at all levels of education by maintaining the relevance of education and increasing efficiency. The Strategy implementation is primarily focused on the development of human capital in Serbia, thus underlines importance of the inclusion of pupils from vulnerable and marginalised groups (Roma and children from poor families, children with disabilities and from rural areas etc.).

CroCoos (Cross-sectoral cooperation focused solutions for the prevention of early school leaving project)

The CroCooS - Prevent dropout! project was developed in the framework of the EC proposal "Implementation of the European strategic objectives in education and training" under the Lifelong Learning Programme to support innovative policy solutions to reduce and prevent early leaving from education and training (ELET). The main aim of the CroCooS project, which was implement between 2014 and 17, was to contribute to the development of an institutional early warning system (EWS) for preventing early leaving from education and training. It also tested its applicability with national pilots focusing on contextual factors affecting the evaluation.
Regional needs addressed included: sensitizing the staff of each school on the need to address the problem of dropout; actively involving teachers in monitoring students and working with them; developing better relationships between students and teachers; strengthening pupils' sense of belonging to the class and the school; developing relationships of trust by being supportive and ensuring a safe school climate.

IndY (Индивидуализирано учене в училищен център „Ybbs“)

През учебната година 2015/2016 Schulzentrum Ybbs (училищен център, състоящ се от три професионални гимназии) въведе концепцията IndY, съгласно която 20 % от времето за преподаване е предназначено за индивидуализирано учене. IndY цели да подобри експертните знания на учениците, тяхната мотивация, лична отговорност, самоуправление, умения за сътрудничество, емоционална интелигентност и методи за учене.

JOAQUIM RUYRA ELEMENTARY SCHOOL, the Miracle School (Hospitalet de Llobregat, Spain)

The Joaquim Ruyra Elementary School is located in a disadvantaged suburban district of Barcelona. In the 2016-2017 school year, 92% students were immigrants representing 28 different nationalities (including Pakistan, Morocco, Georgia, Colombia, the Dominican Republic, Ecuador, Peru, the Philippines, China, Bangladesh, Senegal, and the USA) or from minority background (Romani). The school has a 40% mobility rate.  

National and international press have referred to the school as the miracle school as it had achieved academic outcomes above the average in the Catalan standardised tests, outperforming elite schools in the Catalonia region.

All classes in the school feature group work 40% to 60% of the time. The groups mix students of different abilities, genders and nationalities.  The small groups are designed to ensure that no one is left out, and students are encouraged to participate actively.  Each group is facilitated by an adult (e.g. a classroom assistants, a parent).  Psychologists and special education teachers may also work in the classrooms, and they support volunteer parents, teachers and the students.  The extra support and student interaction are considered as essential for supporting and reinforcing children’s learning.

Leadership in School

The project focuses on the role of school leadership in actively structuring the educational process for learning and equity.

The project builds on the achievements of the Comenius Network “European Policy Network on School Leadership (EPNoSL, 2011-2014)”.

The project involved two intense job shadowing activities in Vienna and Berlin. Good practice and obstacles were identified though feedback forms, and solidified in collaborative analysis and evaluation.

Tools to support leadership action were developed and tested by the two school principals in everyday school life, and analysed through questionnaires/surveys and subsequently evaluated and summed up in bilateral groups.

RESL.eu Toolkit for identifying and monitoring students and schools at risk of ESL

The toolkit developed as part of the valorisation of the findings by the Reducing Early School Leaving in Europe (RESL.eu) research project aims to support practitioners working with youth in identifying and monitoring students and schools in need of greater care and support. It is primarily focused on the situation of those young people who are at risk of school disengagement and early school leaving. The toolkit is primarily dedicated to school staff: principals, teachers, educators, pedagogical counsellors, class tutors and school psychologists. However, it might be also helpful for other educational specialists working in education policies and in alternative learning pathways.

School innovation in Europe: making students more engaged into learning processes through reorganised learning spaces, timetables and educational activities in the Comprehensive School Giovanni XXIII of Acireale

Since 2011, when a new school leader was appointed, the school has focused on the following goals: to promote active participation of students; foster inclusion; nurture autonomy and a sense of responsibility. To reach these goals, the school adopted interactive approaches reorganising learning spaces and educational activities.
Key interventions encompass:
• Outdoor schooling (nursery school). The aim is to stimulate sensory experiences by encouraging direct contact with nature.
• Bag-less learning (primary school). Students only wear a light purse to hold their personal belongings and a notebook for homework tasks while school is furnished functionally with advanced learning tools.
• Workshop rooms and flipped classrooms (secondary school). Teachers personalise their working space based on their functional teaching needs in terms of furniture arrangement, tools, books etc. In flipped classroom, time and self-study activities are reversed where students prepare for a class by watching a pre-recorded lecture or then lead the discussion.

School innovation in Europe: making students the owners of their learning process though teacher empowerment in the Tjotter school

In 2011/2012, the Dutch School Inspectorate concluded that student results in the Tjotter school were too low. The school used to have a negative pedagogical climate, and suffered from a loss of trust between school and parents. Eventually, the school staff lost confidence in the former school leader and requested the school board to appoint a new leader. With an arrival of the current school leader four years ago, innovative processes started. A common view of education and teacher mutual learning was established, in addition to the culture of continuous improvement.

Key interventions:

  • improvement of teachers’ pedagogical and didactical skills: team schooling with subsequent follow up and monitoring within the learning community of teachers, individual coaching and change of personnel
  • creating student portfolios to make students the owners of their learning process while students were also encouraged to participate in its formation
  • other approaches being used at school: positive behaviour support; encouraging student participation and (direct) feedback on student’s results; ‘Teach like a Champion’; and HGW (Action Oriented Approach) for student differentiation.

School innovation in Europe: non-formal education and student engagement to support better achievement and social competences at the Ion Luca Caragiale School in Tulcea

At the end of the 1990s, the first attempts to innovate at school level started with some primary classes being organised based on the ‘Step by step’ alternative pedagogy system. This meant that there were two teachers per class and that the learning process was organised around teams of students, rather than based on an individual learning. The change happened in response to requests from parents, and the school continues to offer both regular and ‘Step by step’ classes at primary level, with all students attending regular classes during lower secondary education (from 5th to 8th grade).

The ‘Different school’ (‘Şcoala altfel’) programme, introduced in 2011, offers an entire week of the school year dedicated to non-formal education. Partnerships with NGOs and the local community have also led to the implementation of several projects involving students in all stages, including planning and evaluation stages.

School innovation in Europe: promoting project-based learning and links with the school community at the Sierra Nevada Primary School

To improve students’ learning outcomes and the level of engagement with the school has developed a transformation project structured around seven key elements for school improvement: school climate, school image, academic excellence, methodological change, development of emotional intelligence, introduction of art in school and openness to the community. During the first years of the project, the emphasis was made on the two key areas: methodological change through the implementation of project-based learning and strengthening links of the school with families and communities.
